Dr Phil Waywell is Chief Data Officer at Health Innovation Yorkshire & Humber and Director of the Yorkshire & Humber SDE. In addition, Phil was previously the National Lead for Federation and Network Driver Projects within the Data for R&D programme. In his national role, Phil provided strategic leadership to a range of activities, all with the common aim of delivering R&D studies at pace and scale across the NHS Research SDE Network. Phil is a strong advocate for meaningful involvement of and engagement with patients, publics and professionals in all of his work.

As Director of the Yorkshire & Humber SDE, Phil is responsible for all operational aspects of the programme, ensuring the SDE fulfils its ambition of catalysing data-driven improvements in health and care across the region. Successful delivery of an SDE requires close working with a wide range of partner organisations and Phil provides strategic oversight of these collaborative activities.

Phil has spent his career working at the intersection between academia, industry and policy across a wide range of disciplines and sectors. Whilst at the University of Leeds, Phil oversaw delivery of the university’s first secure data infrastructure and led its specialist team of data engineers and analysts. In addition, Phil has particular expertise building data sharing partnerships between NHS data providers and commercial organisations, including during his time as Commercial Manager at DATA-CAN: the Health Data Research UK Hub for Cancer.
